Leslie Blodgett, CEO of Bare Escentuals explained this on QVC. If I remember correctly, the tingly sensation is from ingredients related to paprika and other ';spices';. These kind of ingredients tingle the lip and in which it ';plumps'; or swells the lip, which creates a lip plumping effect.
