^^i suggest

toothpaste, in order to preform, has (un)natural ingredients that dry. that's why toothpaste works so well at making bumps vanish or maintaing nice skin after a litle bit on oily parts of your face
Get rid of that toothpaste right away! Change to other brand and get them from reputable stores like Wal-mart or Costco.

You might have bought this from some unkown stores that sell

fake stuff which are from China. I've seen this in the news a few months ago and these cheap toothpaste contain hazardous chemicals. Do not buy toothpaste from 99 cent stores or small discount stores.
it might be sodium laureth sulfate, though i can't say for sure. Sodium laureth sulfate is a foaming agent and can be very irritating to skin, so i'm guessing thats what is making your lips peel. You can look here for more info on the ingredient:

You're probably using whitening toothpaste which could do it. Use chapstick.
Fluoride, triclosan and sodium laureth sulfate.
